After midterm rout, OpenAI tries to win over communities it needs for AI expansion

After US voters overwhelmingly rejected new data centers, OpenAI is launching a charm offensive with new voluntary commitments. They have gaps, though.

OpenAI is responding with a PR push, as expected, to growing resistance against AI infrastructure expansion. In a National Community Compact and a Policy Blueprint, OpenAI lays out voluntary commitments for future sites and calls on lawmakers to make these rules binding for the entire industry.

The exact scope of those voluntary pledges remains unclear. According to OpenAI, they apply to future sites the company owns and operates itself. But a large share of OpenAI's data center infrastructure is built and held by partners like Oracle.

At its own sites, OpenAI says it will stop requiring nondisclosure agreements during negotiations with local authorities. Trade secrets, security concerns, and competitively sensitive information are still exempt, though. The company also promises to cover the full cost of electricity and grid upgrades, throttle consumption during peak hours, and disclose construction plans, noise studies, and water usage data.

To win over skeptical residents, OpenAI's policy chief Chris Lehane is pitching economic benefits. The facilities won't be a black box, Lehane told Reuters, since regular hardware upgrades would create permanent jobs. He's promising 2,500 positions for Ohio. OpenAI also points to local payments like $4.8 million for school lunches in Georgia. Compared to the planned project costs of over $30 billion in that state, those are barely more than symbolic gestures.

US voters pump the brakes on the data center boom

The announcement came just two days after the US midterm elections, which doubled as a rebuke of the tech industry. In 40 out of 41 local ballot measures, voters rejected new data centers. Democrats also won not just Congress but governor's seats in key infrastructure states like Texas, Georgia, and Ohio.

Texas' new governor Gina Hinojosa has already called for an immediate moratorium on new facilities. According to the research group Data Center Watch, 45 projects worth $88 billion were already stalled by local opposition in Q2 2026. Lehane acknowledged that OpenAI projects could face delays too.

On Wall Street, the election results split AI stocks. Specialized data center operators like Hut 8 (-23 percent), IREN (-11 percent), and Core Scientific (-10 percent) tanked on fears of tighter permitting. Meanwhile, cash-rich tech giants like Microsoft (+6.7 percent), Amazon (+6.1 percent), and Alphabet (+3.2 percent) rallied. Investors expect a slower buildout to curb the companies' exploding infrastructure spending and give them an edge over smaller rivals, partly because they already operate large data centers.

Elon Musk's $446 million election bet doesn't pay off

One of the election's biggest losers is Elon Musk. As Politico reports, the tech billionaire poured a record $446 million into Republican candidates, with over $200 million going to Texas alone. Nearly all the politicians he backed lost their races.

That puts Musk's own data center expansion plans in his adopted home state of Texas on uncertain ground. SpaceX shares fell 3.9 percent and Tesla dropped 3.3 percent. On X, Musk responded to the defeat by pointing to his orbital infrastructure plans. "Data centers in space looking pretty appealing right now," he wrote.
